The Process of Building a Qualified Touchstone Energy Home

This is a summary of what you can expect when you build a Touchstone Energy Home served by Pioneer Electric Cooperative.

  • A participation agreement is signed by the prospective homeowner, the builder and Pioneer to help define responsibilities and minimum home standards.
  • Pioneer works with the builder to have the home’s blueprints reviewed by an assigned third-party rating company to better ensure the home will meet the program’s energy efficiency standards. The plan review and subsequent inspections are done at no cost to either the homeowner or the builder.
  • Prior to drywall installation, the builder will contact the assigned rating company for the first on-site inspection. This is to ensure insulation is properly installed and everything is going as planned.
  • Upon completion of the home, the builder will again contact the assigned rating company for the final inspection. This will include both a blower door test and a duct leakage test to measure effective air flow.
  • Upon passing inspections and meeting the prescribed Touchstone Energy Home standards, certificates of compliance are provided to the homeowner by Pioneer.  The cooperative provides energy efficiency documentation to the builder when the home complies with prescribed standards.

The homeowner gets a comfortable, well-built, energy efficient home. The builder gets the home qualified for the Touchstone Energy Home / ENERGY STAR program at no cost.
